...President Senghor has decided to bring in a controlled multi-party system. This entails reversing the gradual accumulation of power in his own party, the Union Progressiste, which has happened over the 17 years since independence; it has already included the formation of at least two other parties, and will involve nationwide elections, to be held on the basis of proportional representation, in 1978.
