Phaswane Mpe was born in 1970 in Polokwane, South Africa. He is the author of the novel Welcome to Our Hillbrow and a collection of poems and short stories, Brooding Clouds. He attended the University of Witwatersrand as an undergraduate student in African literature. He also received a diploma in publishing from Oxford Brookes University and a master's in African literature from the University of Witwatersrand. He became a professor of African literature. He died in 2004 from unknown causes.
